How does the Champions League Round of 16 draw work?

The eight group winners will be seeded for the last 16, meaning they will each be drawn against one of the eight runners-up from the group stages. 

At the Round of 16 stage no side can play another team from their own country, so an all English tie featuring two of Manchester City, Liverpool, Chelsea and Tottenham is only possible from the quarter-final onwards, at which point it becomes a free-for-all (no country restrictions).
