Falcons -130 (Bet $130 to win $100)
Since 2008, the Atlanta Falcons have had Matt Ryan at the position. Besides 2007, pretty much every year since 2001, they've had the quarterback position locked in with either Michael Vick or Matt Ryan. Atlanta hasn't won a Super Bowl but that's pretty stable quarterback play for almost two decades.
Well, the Falcons may finally be looking to get younger and they have a lot to offer the Houston Texans. They currently hold the eighth overall pick in the NFL Draft so that would give Houston two top-10 picks this year.
Atlanta doesn't have very many weapons at the wide receiver position, their current receiver group is Olamide Zaccheaus, Frank Darby, Christian Blake, and Chad Hansen. It's not pretty. They do however have a unicorn at the tight end position in Kyle Pitts. If the Falcons are able to add more weapons on offense in addition to landing Watson, there's a chance for them to compete in the NFC South.
New Orleans Saints -110 (Bet $110 to win $100)
After Drew Brees retired, the Saints attempted to pass the torch to Jameis Winston. He looked okay early in the year but an injury knocked him out for the season after just seven games.
Taysom Hill isn't a real answer and at DeShaun Watson's age, he can play that position for you for the next 10 seasons at least if you play your cards right.

While New Orleans' draft pick this year isn't as good as Atlanta's (they pick 18th) what they can offer is a team with weapons. Alvin Kamara at running back and Michael Thomas at wide receiver is certainly enticing to a guy like DeShaun Watson to use at his disposal.
We will more than likely get an answer on this in the next few days but it appears that it'll be to either New Orleans or Atlanta
