The 49ers are the favorite to retain Deebo Samuel. He's given a 60% chance of remaining in San Francisco. At this point in the offseason, essentially once the draft was over, it felt very unlikely that he would get moved. Sure, he may not be happy about his role, but he isn't getting moved at this point.

Last year, he had 1,405 yards and 6 receiving touchdowns to his name. He had 365 rushing yards and an additional eight touchdowns for 14 total touchdowns on the 2021 season.

The Cleveland Browns being second on this list is a little interesting. They're in a weird spot currently as they wait for Deshaun Watson situation to play itself out. Could they be willing to part ways with draft capital for a wide receiver after trading for Amari Cooper already? It seems unlikely for them to add another wide receiver at this point.
