Tennessee Governor Primary Odds: Marsha Blackburn Close to Lock in Early Governor's Race

Marsha Blackburn enters the Republican primary as the overwhelming 93.1% favorite, followed by U.S. Rep. John Rose at 5% and state Rep. Monty Fritts at 2%. Blackburn’s dominance carries additional importance because the Republican Party holds a 94% chance of winning the November governor’s race.

The two markets are almost identical. A Blackburn nomination would effectively leave her with nearly the same probability of becoming governor, reflecting Tennessee’s strong Republican lean and the party’s long statewide winning streak. Democrats have not won a Tennessee statewide election since 2006.

Marsha Blackburn (93.1%)

Blackburn has served in the U.S. Senate since 2019 after spending 16 years in the House. She won Senate reelection in 2024 and entered the governor’s race with statewide recognition, major fundraising connections and an established Republican organization.

Her campaign has focused on immigration, education, economic growth and conservative state policy. Blackburn has consistently led the primary, including a May poll that placed her at 63%, compared with 10% for Rose and 5% for Fritts.

The 93.1% nomination probability is reinforced by the general-election market. With Republicans at 94% to retain the governor’s office, a primary victory would immediately position Blackburn as the overwhelming favorite to become Tennessee’s first female governor.

John Rose (5%)

Rose has represented Tennessee’s 6th Congressional District since 2019 and is leaving a safe House seat to pursue the governorship. He has invested heavily in the campaign and attempted to consolidate voters seeking an alternative to Blackburn.

His pathway requires a substantial late movement among undecided Republicans, along with Fritts failing to divide the anti-Blackburn vote. Rose remains the closest challenger, but the market gives him only a remote chance of overcoming Blackburn’s statewide advantage.

Monty Fritts (2%)

Fritts has served in the Tennessee House since 2023 and is campaigning as the race’s anti-establishment conservative. His limited financial resources and narrower statewide profile leave him well behind the two federal officeholders.

Fritts is more likely to influence the margin between Blackburn and Rose than win the nomination outright. His 2% probability reflects the difficulty of expanding his ideological base into a statewide winning coalition.

Tennessee Governor Election-Market Outlook

Blackburn’s 93.1% primary probability and the Republican Party’s 94% general-election probability show how closely the two outcomes are connected. The market expects the Republican primary winner to become Tennessee’s next governor.

Green is similarly dominant on the Democratic side at 98%, but her likely nomination would not change the general-election balance. Blackburn remains positioned to secure the Republican nomination and enter November with almost the same overwhelming odds.
