Minnesota’s Senate nominees are officially set, but prediction-market traders see a substantial gap between them entering the general election. Kalshi gives Democratic nominee Peggy Flanagan a 90.8% chance of winning the seat, compared with just 9.2% for Republican Michele Tafoya. The market has attracted more than $117,000 in trading volume, with Flanagan still positioned as one of the stronger Democratic favorites on the November Senate map.
Tafoya earned her spot in the general election with a decisive Republican primary victory Tuesday night. The former NFL sideline reporter captured approximately 50% of the vote, with early returns putting her near the 51% mark, easily defeating former Navy SEAL Adam Schwarze at roughly 23% and 2024 Senate nominee Royce White at approximately 11%. That was particularly significant because Schwarze had secured the state Republican Party endorsement, while Tafoya instead rode her national name recognition and fundraising strength to the nomination.
Flanagan had an even stronger primary night. Minnesota’s lieutenant governor defeated Rep. Angie Craig 58.9% to 39.5%, transforming what had been expected to be a highly competitive Democratic primary into a comfortable victory. Flanagan entered the race with support from retiring Sen. Tina Smith and prominent progressive figures, and she now inherits the Democratic-Farmer-Labor Party’s general-election operation as the party attempts to retain Smith’s open seat.

There is a straightforward reason Kalshi traders have Flanagan above 90%. Minnesota has consistently been difficult terrain for Republicans in federal statewide races. Norm Coleman, elected in 2002, remains the most recent Republican to win a U.S. Senate election in the state, and Republicans have not won any Minnesota statewide election since 2006. Democratic presidential candidates have also carried Minnesota in every election from 2004 through 2024. Kamala Harris defeated Donald Trump 50.9% to 46.7% there in 2024, while Amy Klobuchar simultaneously won her Senate race 56.2% to 40.5%.
The broader forecasting environment points in the same direction. Cook Political Report, DDHQ/The Hill, Inside Elections and Sabato’s Crystal Ball all rated the Minnesota Senate contest Likely Democratic entering the primary. Flanagan also has extensive statewide political experience after serving as lieutenant governor since 2019, giving her an established organization and voter profile that Tafoya does not yet possess as a first-time candidate for public office.
Michele Tafoya (9.2%)
A 9.2% market price makes Tafoya a major underdog, but it does not mean the race has already been decided. One of the strongest arguments against treating Minnesota as completely safe is the limited general-election polling available so far. An Emerson College poll conducted in February had Flanagan ahead of Tafoya 47% to 41%, with another 12% undecided. A six-point deficit is meaningful, but considerably more competitive than a prediction market showing approximately a nine-in-10 chance of a Democratic victory.
Tafoya also enters the general election with advantages that previous Minnesota Republican Senate nominees have not necessarily possessed. She has substantial statewide and national name recognition from her broadcasting career and demonstrated a strong fundraising operation during the primary. Through June 30, her campaign had raised approximately $4.67 million and held about $2.08 million in cash, while Flanagan had raised approximately $6.04 million and held about $1.57 million. Tafoya therefore begins the general election with the resources to communicate statewide rather than merely relying on Republican base support.
Does Michele Tafoya Have A Chance?
There is a path, but it requires Tafoya to accomplish something Minnesota Republicans have repeatedly failed to do. She needs to consolidate Republican voters while making substantial gains among independents and suburban voters without allowing Flanagan to run up overwhelming margins in Minneapolis, St. Paul and the surrounding Democratic strongholds. Tafoya’s primary victory showed that her celebrity profile translates into Republican votes, but November requires a much broader coalition.
Flanagan also presents Republicans with potential lines of attack. As lieutenant governor, she is closely connected to the record of the current state administration, and Republicans are likely to make Minnesota’s fraud controversies and other state-government issues central to the campaign. Her progressive positions also create an opportunity for Tafoya to compete for moderate voters who supported Craig in the Democratic primary. Those factors give the Republican nominee a plausible route to narrowing the race, but they have to overcome Minnesota’s underlying Democratic advantage in statewide federal elections.
Minnesota Senate Betting Outlook
The 90.8% to 9.2% Kalshi split makes Flanagan the overwhelming market favorite, but the available evidence suggests the general election is worth separating from the raw prediction-market probability. The only public head-to-head poll currently listed between these nominees had Flanagan leading by six points rather than anything resembling an insurmountable margin, and Tafoya has the money and name recognition required to mount a serious statewide campaign.
The problem for Tafoya is history. Minnesota has not elected a Republican senator since 2002, has not elected a Republican to any statewide office since 2006 and backed the Democratic presidential nominee again in 2024. The clearest test of the 9.2% price will come when fresh post-primary polling measures the actual Flanagan-Tafoya matchup. Until then, Tafoya has a credible path to making the race competitive, while Flanagan begins the general election with the much stronger structural position.
