More than $178 million has traded on the market, and Newsom’s decline is the biggest long-term movement among the leaders after the California governor traded as high as roughly 36% last November.
No major contender has formally entered the 2028 race yet, and the 2026 midterms remain the immediate priority. That has not stopped potential candidates from visiting early states, raising money nationally and increasingly acknowledging that presidential campaigns are under consideration.

AOC has reached the top of the market during one of her most visible stretches in years. She recently declined to rule out either a presidential campaign or a 2028 Senate challenge against Chuck Schumer, telling ABC that she remains focused on the midterms while acknowledging the support surrounding a possible run. A July New Hampshire poll also placed Ocasio-Cortez atop the prospective Democratic field in the state.
Her national activity has increasingly looked compatible with someone keeping presidential options open. Ocasio-Cortez has campaigned outside New York, built on her alliance with Bernie Sanders and positioned herself as a leading voice for the party’s younger progressive wing. Recent reporting also confirmed that she and longtime partner Riley Roberts quietly ended their engagement, while Ocasio-Cortez separately revealed that she is freezing her eggs. Those personal developments are not evidence of a presidential campaign, and Ocasio-Cortez herself framed the fertility decision around personal control and the pressures women face balancing careers and family decisions.
The stronger political signal is that she continues refusing to close the 2028 door. AOC has a national fundraising base, enormous online reach and a plausible route to inheriting much of the Sanders coalition. The unresolved question is whether she chooses the White House or a potentially historic Senate primary in New York.

Newsom’s market trajectory has moved in the opposite direction. After peaking around 36% in November, he has lost more than half of that implied probability and is now tied with AOC at 16%. The decline is notable, but there is little evidence that Newsom himself is backing away from 2028.
The term-limited California governor has explicitly acknowledged that he is considering a presidential run, visited potential early-primary states and expanded his national fundraising operation. Newsom has raised more than $1.7 million for Democratic state parties this cycle, including significant amounts in South Carolina and New Hampshire, while his affiliated committees finished June with more than $14 million in cash.
That creates an interesting disconnect between organization and market price. Newsom appears to be building relationships and infrastructure consistent with a potential campaign even as traders have steadily reduced his chances. The slide could continue if the field consolidates around newer figures after the midterms, but a formal move toward running would give traders substantially more information than they have today.
Jon Ossoff (14%) Bet on the Democrat Nominee with Kalshi Here
Ossoff has become the most significant new entrant near the top. The 39-year-old Georgia senator has adopted a much more aggressive national profile during his reelection campaign, with viral speeches attacking the Trump administration drawing attention from Democratic activists and strategists already looking toward 2028.
His fundraising has strengthened the speculation. Ossoff raised approximately $20 million in the second quarter and entered the summer with roughly $42 million available, giving him an enormous financial advantage in his Georgia Senate campaign. AP reported that his recent political moment is already generating discussion about whether it could become a launching point for something larger.
The biggest variable is November 2026. Ossoff is defending a Senate seat in Georgia against Republican Mike Collins, making his reelection campaign far more immediate than any presidential planning. Winning another statewide race in a battleground that Donald Trump carried in 2024 would likely strengthen his national profile considerably, while a loss would fundamentally change the 2028 conversation. His 14% Kalshi price therefore carries more direct midterm risk than the prices attached to most other contenders.
Kamala Harris (9.4%) Bet on the Democrat Nominee with Kalshi Here
Harris sits fourth among these contenders at 9.4%, a surprisingly modest market position for the former vice president and 2024 Democratic presidential nominee. She has also been considerably less ambiguous than some rivals, publicly saying in April that she is thinking about another presidential campaign.
Harris would enter with advantages no other prospective candidate possesses, including nationwide name recognition, an existing donor network and experience running a general-election presidential campaign. Reuters noted that she continues to poll well among Democratic voters, while her most obvious obstacle is that a 2028 campaign would be her third presidential bid after unsuccessful campaigns in 2020 and 2024.
There is also a notable disconnect between the prediction market and some Democratic insider assessments. Axios placed Harris first in its late-July assessment of the prospective field, citing her support among Black Democratic voters and the possibility that South Carolina could open the 2028 primary calendar. Kalshi traders, however, currently give her less than a 10% chance of actually capturing the nomination.
2028 Democratic Nominee Market Outlook
AOC’s rise and Newsom’s decline have turned what once looked like a market dominated by the California governor into a much more fragmented race. Ocasio-Cortez now has tangible polling and national-profile momentum, but she still has two very different political paths available in 2028. Newsom’s market slide has been substantial, yet his fundraising and early-state activity continue to resemble preparations for a serious national campaign.
Ossoff may have the clearest short-term catalyst of anyone near the top. His performance in the Georgia Senate election will provide voters and traders with a real-world test of his coalition before presidential campaigning begins. Harris presents the opposite case, with the deepest national résumé of the four but a market price that currently reflects uncertainty over whether Democratic voters would embrace another campaign after 2024.
With Newsom and AOC tied at 16%, Ossoff only two points behind and Harris still at 9.4%, the market is effectively signaling that there is no established Democratic frontrunner. The midterms, candidate announcements and the eventual decision between a presidential or Senate campaign for Ocasio-Cortez are likely to determine whether the current four-way cluster survives into 2027.
