Cleveland is a three-point home favorite at -115, with Buffalo +3 (-105). The Browns are -162 on the moneyline, Buffalo is +136 and the total is 36.5.
Buffalo went 12-5 last season, defeated Jacksonville 27-24 in the Wild Card round and then lost 33-30 in overtime at Denver in the divisional round. Cleveland finished 5-12 and missed the postseason, setting up an offseason built around determining whether its crowded quarterback room contains a long-term answer.

Bills vs. Browns Prediction
The Bills looked excellent in their opener, beating Carolina 29-14 as Josh Allen completed six passes for 111 yards and a touchdown in the first quarter. Allen is not expected to play Saturday after getting his live work last week and then participating in the joint practice with Cleveland. Kyle Allen and Shane Buechele should handle essentially all of Buffalo's quarterback snaps.
Cleveland was blown out 34-10 by Chicago, but its plan is much more interesting this time. Sanders will start and is expected to play the entire first half. Deshaun Watson is scheduled to take the third quarter, with Dillon Gabriel handling the fourth. That is unusually clean quarterback distribution for a preseason game and gives the Browns a capable passer with something meaningful to prove during every quarter.
Todd Monken plans to rest many of Cleveland's older established starters after the joint practice, but younger starters and second-team players will receive significant work. Sanders even split some first-team reps during the week, and his evaluation is becoming one of the most important decisions on the Browns roster.
Buffalo has quality depth and Joe Brady's debut went about as well as possible last week. The concern is that the Bills already gave Allen and several starters their meaningful exhibition snaps, while Cleveland has intentionally structured this game around a quarterback battle that should maintain competitive urgency from the opening drive through the fourth quarter.

Three points is not a trivial preseason spread, but Cleveland's quarterback rotation is considerably more appealing than the typical favorite. Sanders gets a full half, Watson is trying to prove he still belongs in the competition and Gabriel has his own roster position to secure.
