Pittsburgh and Buffalo kick off at 7:00 PM ET at New Highmark Stadium, with the Bills favored by 2.5 points and the total set at 36.5. Buffalo is 2-0 this preseason, while Pittsburgh enters 1-1 after two dramatically different performances from its young quarterbacks.
These teams came from very different places last season. Buffalo went 12-5, beat Jacksonville in the Wild Card round and then suffered a 33-30 overtime loss at Denver in the Divisional Round. Pittsburgh finished 10-7 and won the AFC North before its season ended with a 30-6 Wild Card loss to Houston.

Steelers vs. Bills Prediction
Neither Aaron Rodgers nor Josh Allen is expected to play Thursday. Buffalo officially ruled Allen out after he received enough work in joint practices and brief preseason action earlier this month. Kyle Allen and Shane Buechele should handle most of the quarterback workload, while Joe Brady has indicated that some other Bills starters could still see action rather than resting the entire first team.
That quarterback rotation has been excellent so far. Kyle Allen is 24-for-28 for 236 yards this preseason and helped Buffalo crush Cleveland 31-7 last weekend. The Bills also beat Carolina 29-14 in their opener, giving them two victories by 15 points or more even while evaluating the bottom half of the roster.
Pittsburgh looked equally dangerous in its 28-9 opening win over Green Bay, when Will Howard and third-round rookie Drew Allar combined for four offensive touchdowns. That momentum disappeared completely against the Jets. Howard threw two interceptions, Allar completed only 11 of 23 passes and Pittsburgh was shut out 17-0 despite getting 11 combined drives from the young quarterbacks.
Thursday should once again belong largely to Howard and Allar as Pittsburgh tries to determine how its quarterback room shakes out behind Rodgers and Mason Rudolph. That creates plenty of motivation, but Buffalo's reserve units have simply been much more consistent. The Bills have shown they can run the ball, create turnovers and produce explosive plays regardless of which quarterback is on the field.

Preseason handicapping is about the players actually taking the snaps rather than regular-season roster strength. Buffalo has the better-performing backup quarterback group, has won both exhibitions comfortably and could mix in more regular contributors than Pittsburgh. Laying less than a field goal at home is worth the price.
