Philadelphia visits Chicago for an 8:15 PM ET kickoff on ESPN and ABC. The Eagles are favored by 3.5, while the total has dropped into the 42 to 42.5 range as the Bears' quarterback situation has deteriorated.
Williams is officially out with a hamstring injury. Bagent returned to practice Saturday after entering the concussion protocol but remains questionable, leaving veteran Case Keenum as a legitimate possibility to start Monday night.

Philadelphia Eagles (2-0)
Philadelphia has opened with consecutive close wins, beating Washington 24-22 and Tennessee 24-20. Hurts led the winning drive in the final minutes against the Titans, but the Eagles have yet to produce the type of dominant four-quarter offensive performance expected from their personnel.
The receiving corps is also thinner entering Monday. Hollywood Brown, Dallas Goedert and tackle Fred Johnson are out. DeVonta Smith and Barkley are available, while Jonathan Greenard is questionable after practicing fully Saturday.

Bagent suffered a concussion after replacing Williams and remains questionable despite returning to full participation Saturday. If he cannot clear the final steps of the protocol, Keenum will start.

Philadelphia opened around -4 in the tracked market and sits near -3.5, although broader prices have varied as sportsbooks react to Chicago's quarterback uncertainty.
The bigger movement is the total. It opened around 43.5 in the tracked market and has fallen through 43, with Under tickets at 58% but Under handle reaching 81%. Broader tracking has shown even larger downward moves as Williams' absence became official.
Eagles vs. Bears Prediction
Chicago's quarterback situation is the clearest reason to expect a controlled game. Williams' mobility and downfield arm force defenses to defend every level, while both Bagent and Keenum naturally reduce the number of explosive concepts Johnson can comfortably call.
The Bears can compensate by leaning heavily on D'Andre Swift and Kyle Monangai. That formula worked against Philadelphia last season, when Chicago piled up 255 rushing yards and controlled the game without needing a high-volume passing attack.
A run-heavy Chicago script strongly supports the Under. Even if the Bears move the ball effectively, sustained rushing possessions drain clock and limit the total number of drives.
Philadelphia also has reasons to play conservatively. Brown and Goedert are out, removing two established passing-game options. Barkley remains available, giving the Eagles an obvious way to attack while avoiding unnecessary exposure for Hurts against a physical Chicago front.
The Eagles defense can also play more aggressively against a backup quarterback. Jalen Carter can collapse the interior pocket, while the secondary can devote more attention toward DJ Moore and Rome Odunze without respecting Williams' scrambling ability to the same extent.
Chicago's defense showed in Week 2 that it can participate in a low-scoring game. Minnesota managed only nine points, and the Bears allowed no offensive explosion remotely resembling what Carolina experienced in Week 1.
The total has already been bet downward, but 42.5 still leaves room for a 23-17 or 24-16 result. Neither team needs to be completely ineffective for the Under to cash.

Williams being ruled out fundamentally changes Chicago's offensive ceiling, while Bagent's uncertain concussion status creates the possibility of Keenum starting with limited first-team preparation.
Philadelphia's own offensive injuries reinforce the slower-game expectation. With both teams having strong reasons to lean on the run and protect their quarterbacks, Monday night's matchup sets up much better for a game in the high 30s than a shootout.
