Norwich look overpriced in the promotion market given how their season actually finished. Second-from-bottom when Philippe Clement took over in November, the Canaries transformed into one of the form teams in the division, racking up points at a rate that would have had them challenging near the top had it been sustained across a full campaign. The additions of Ali Ahmed and Mohamed Toure in January already looked shrewd, and bringing in Andre Brooks from a relegated Sheffield United side this summer only strengthens the case. Relegation: Blackburn Rovers @ 9/2

Blackburn survived relegation last season only courtesy of Leicester's points deduction, and the underlying numbers suggest their struggles in front of goal run deep. Rovers managed just 42 goals in the entire campaign, their lowest return in over 15 years, despite generating significantly more shot attempts than several promoted sides. That kind of conversion problem doesn't fix itself, and with limited transfer activity so far this summer to address it, Tony Mowbray's men look short of the firepower needed to pull clear of trouble.
