Matt Manning has added just 18.7% of strikeouts this season. While it's an improvement from last year's rate of 15.8%, it's still not good.
Manning doesn't get strikeouts and has allowed 36.4% of fly balls while inducing 30.7% of ground balls. That's also not good.
Another problem is that he's facing a Blue Jays lineup that has struck out only 20.3% of the time against righties this season. The projected lineup only has two batters who have struck out more than 24% of the time against righties this season. Meanwhile, the Blue Jays have five batters who have struck out 17.5% or less against righties this year.

Seth Lugo isn't the most exciting pitcher. After all, he's only struck out 22.5% of batters, including 22.9% of lefties and 22% of righties.
That said, he's in the running for the AL Cy Young award this season and should at least throw six quality innings.
He's facing a Rays squad that has hit a .116 ISO and wOBA of .295 against righties this season. In addition, the Rays projected lineup has struck out nearly 25% of the time, with below 10% of walks.
Lugo has six targets in the Rays lineup that have struck out at least 22.7% of the time. It's also likely Lugo will pitch pretty deep in tonight's game. If he goes six or more innings, I'd expect six or more strikeouts.

Christian Scott might not be getting the same press as some of the other rookie pitchers, but he's been really fun to watch.
Scott has struck out nearly 24% of batters while holding teams to 5.6% of walks and a .108 ISO. He's had more success striking out righties and will probably face a Giants lineup that will have six righties in the lineup. That certainly helps.
Scott has struck out 26.2% of righties and has limited righties to a .272 wOBA. I'd expect Scott to get through six innings with at least six strikeouts as well.
