Green Bay enters as a slight road favorite, with the Packers -2.5 (-120), Pittsburgh +2.5 (+100) and the total at 40.5. Green Bay is -148 on the moneyline, while Pittsburgh is +124. The Packers went 9-7-1 last season before losing 31-27 to Chicago in the Wild Card round, while the 10-7 AFC North champion Steelers were eliminated 30-6 by Houston.
Jordan Love and the healthy Green Bay starters are expected to play. The Packers have indicated the first unit will likely receive only one or two series, but that still gives Love an opportunity to establish an early advantage before Tyrod Taylor and the younger quarterbacks take over.

Packers vs. Steelers Prediction
Pittsburgh’s quarterback plan is much less settled. Mike McCarthy and Aaron Rodgers were still discussing whether the 42-year-old would participate at all, and Rodgers did not take a preseason snap last year. Even if he does appear, there has been no indication that Pittsburgh intends to give its veteran starter extended action.
That puts more attention on Will Howard and rookie Drew Allar. Both are expected to see preseason action after lengthy layoffs, with Howard missing all of last season after suffering a hand injury during training camp. Their reps are far more important for roster evaluation than the final score.
Green Bay has a slightly clearer quarterback progression. Love gets the first-team snaps, Taylor provides an experienced backup option and Kyle McCord and Kyron Drones are competing behind them. The Packers are also using the opener to evaluate several starting-position battles rather than simply resting the entire top of the roster.
Preseason spreads are difficult because one unexpected quarterback rotation can completely change the second half. In this case, Green Bay at least enters with a defined plan for Love and the starters, while Pittsburgh’s most important quarterback remained uncertain close to kickoff.
