San Francisco and Las Vegas kick off at 8:00 PM ET at Allegiant Stadium, with the Raiders favored by 3 points and the total at 38.5. Both teams are 1-1 this preseason, but their priorities look considerably different entering the final exhibition.
The 49ers went 12-5 last season and won a road playoff game in Philadelphia before getting crushed 41-6 by Seattle in the Divisional Round. Las Vegas finished only 3-14 and missed the postseason, leading to another organizational reset that brought Klint Kubiak in as head coach and Fernando Mendoza to Las Vegas with the No. 1 overall pick.

49ers vs. Raiders Prediction
San Francisco looked excellent in last week's 41-17 demolition of the Chargers. Brock Purdy played one series and went 4-for-6 before the backups took control, with the 49ers producing offense, defensive stops and an 83-yard Jacob Cowing punt-return touchdown.
That result is less important than Kyle Shanahan's plan for Thursday. San Francisco is dealing with more than 20 injuries and is preparing to travel to Australia for its regular-season opener against the Rams. Shanahan has indicated that few starters, if any, will play against Las Vegas. Christian McCaffrey, George Kittle and several other prominent players have already been dealing with injuries, making preservation the priority.
Las Vegas has more incentive to use this game as an evaluation. Kirk Cousins is established as the veteran starter, but Mendoza still needs developmental snaps after an uneven second preseason outing. The rookie threw a pick-six and went 8-for-15 for 86 yards against Houston before Aidan O'Connell led an impressive second-half comeback.
O'Connell might be the biggest reason to trust the Raiders late. He completed 15 of 24 passes for 166 yards against Houston and engineered a 96-yard game-winning drive as Las Vegas erased a 20-3 halftime deficit for a 22-20 victory. Between Mendoza and O'Connell, the Raiders have two quarterbacks with legitimate reasons to attack this finale.
San Francisco's backup units deserve plenty of respect after last week's blowout, but many of the players who would normally be depth pieces are currently being protected because injuries have pushed them into more important roles. That makes the 49ers unusually vulnerable deeper into the game.

Las Vegas should have more continuity at quarterback, more meaningful roster evaluation happening and home field for the finale. The Raiders do not need their regular-season roster to be better than San Francisco's. They simply need the players actually taking Thursday's snaps to be better, and the quarterback rotation gives them the edge.
