Cincinnati travels to Acrisure Stadium for a 1:00 PM ET kickoff on CBS. The Bengals remain 3.5-point road favorites, while the total has fallen to 42.5.
Cincinnati has beaten Tampa Bay and Houston to start 2-0, while Pittsburgh followed a 20-13 victory over Atlanta with a 20-3 loss at New England. The Steelers have yet to reach 300 yards in a game and enter Week 3 averaging only 11.5 points.

Cincinnati Bengals (2-0, 0-0 AFC North)
Cincinnati followed a 33-27 opening win over Tampa Bay with a much different 20-6 victory in Houston. Burrow threw for 207 yards and two touchdowns against the Texans, both to Chase, while Higgins added 95 receiving yards and Chase Brown ran for 80.
The rebuilt defense was the bigger story in Week 2, holding Houston without a touchdown despite C.J. Stroud throwing for 353 yards. B.J. Hill is doubtful with an Achilles injury and Andrei Iosivas is out, but Jonathan Allen returned to full practice Friday.
Pittsburgh Steelers (1-1, 0-0 AFC North)
Pittsburgh's offense has struggled through two games, failing to reach 300 yards in either contest while averaging only 175 passing yards. Rodgers' average time to throw has also increased from last season, an issue against Cincinnati's upgraded interior defensive line.
The Steelers will be without Rico Dowdle and starting guard Gennings Dunker. Michael Pittman Jr., Jaylen Warren, Joey Porter Jr. and Jamel Dean all enter Sunday questionable, creating uncertainty at several important positions

Bengals vs. Steelers Line Movement and Betting Splits
Cincinnati opened -3.5 and remains at -3.5. The betting distribution is much more interesting than the line itself: the Bengals have 66% of spread tickets but only 32% of the handle, while Pittsburgh has 34% of bets and 68% of the money.
The total has dropped from 43.5 to 42.5. The Under has 53% of wagers but 70% of the handle, matching the early-season profile of a Pittsburgh offense that has struggled badly to generate points.
Bengals vs. Steelers Prediction
The Steelers' defense is the reason this spread remains near a field goal. Pittsburgh can rush the passer without constantly blitzing, and that matters against a Cincinnati offense built around Burrow creating one-on-one opportunities for Chase and Higgins.
Cincinnati is better equipped for that matchup than it was a year ago. Brown gives the Bengals a more stable rushing element, and the offensive line held up well enough in Houston for Burrow to attack selectively rather than being forced into survival mode.
Chase and Higgins also create a major issue for a Pittsburgh secondary that could be without or limited with Porter and Dean. If either corner cannot handle a normal workload, Pittsburgh will have a difficult time simultaneously protecting against Chase's explosive ability and Higgins' size outside.
Rodgers is facing the more difficult offensive problem. Pittsburgh has failed to generate 300 yards in either game and now loses Dowdle while Warren carries a shoulder designation. That puts even more responsibility on Rodgers and a passing attack that has not consistently created separation.
Cincinnati's rebuilt defensive front should also matter. Dexter Lawrence II and Jonathan Allen give the Bengals enough interior size to squeeze the running game and prevent Pittsburgh from using easy early-down production to protect Rodgers.
The larger-money support on Pittsburgh deserves attention, particularly in a divisional home-underdog spot. The Steelers have also repeatedly played Cincinnati well regardless of the broader quality of the two teams.
Still, laying 3.5 is preferable when one offense has Burrow, Chase and Higgins while the other has scored only 23 points through two games. Cincinnati does not need to dominate defensively. It simply needs to create enough offensive separation that Pittsburgh is forced to chase.

The split data creates some risk, but Cincinnati has the better quarterback, deeper receiving corps and significantly more efficient offense through two weeks. Pittsburgh's injuries add further pressure to a unit already struggling to move the football.
A competitive first half would not be surprising. Over four quarters, however, Cincinnati has enough explosive-play ability to turn a one-possession game into a touchdown margin.
