Las Vegas visits Caesars Superdome for a 4:25 PM ET kickoff on CBS. New Orleans is favored by 3.5, while the total sits at 43.5 after the market trimmed the number from its 44-point opener.
The Raiders arrive unbeaten after holding Miami and the Chargers to 13 and 14 points, while New Orleans followed a dramatic overtime loss in Detroit with a 24-17 road upset of Baltimore. Bowers is expected to make his season debut after missing the first two games following knee surgery, although his workload remains another variable for an offense that has functioned without him.

Las Vegas Raiders (2-0)
Las Vegas followed a 27-13 win over Miami with a 26-14 victory against the Chargers. Cousins threw for 253 yards and three touchdowns in Week 2, while Tre Tucker produced 119 receiving yards and the Raiders again kept their opponent below 15 points.
The offensive concern is efficiency on the ground. Las Vegas has been much more dependent on Cousins than expected, and getting Bowers back should help the short and intermediate passing game without necessarily changing the pace of the offense.
New Orleans Saints (1-1)
New Orleans nearly upset Detroit before losing 31-30 in overtime, then went into Baltimore and won 24-17. Shough completed 27 of 34 passes for 252 yards and a touchdown against the Ravens while adding a rushing score, continuing his development as the centerpiece of Kellen Moore's offense.
The Saints generated only 65 rushing yards in Baltimore, however, and enter Sunday without Barion Brown and defensive lineman Christen Miller. Cornerback Martin Emerson Jr. is questionable.

Raiders vs. Saints Line Movement and Betting Splits
New Orleans opened around -3 and has moved to -3.5, with the Saints attracting 64% of spread bets and 81% of the handle. The market has therefore strengthened toward the home favorite rather than simply reacting to an even distribution of action.
The total has moved from 44 to 43.5. The Over has attracted 84% of tickets but only 44% of the money, while the Under has just 16% of wagers and 56% of the handle. That is one of the slate's clearest larger-average-wager discrepancies.
Raiders vs. Saints Prediction
Las Vegas has built its 2-0 start around game control. The Raiders have allowed only 27 points in two games and have consistently forced opponents to sustain long possessions rather than creating easy explosives.
That profile travels well into the Superdome. Shough has played excellent football, but Las Vegas can force New Orleans to repeatedly operate through intermediate throws rather than simply relying on Olave to create chunk plays.
The Saints' inability to generate a consistent rushing attack against Baltimore is also relevant. If Las Vegas can keep New Orleans behind schedule, Maxx Crosby and the Raiders front can attack more aggressively on third down without requiring constant blitzes.
Bowers' return raises the offensive ceiling for Las Vegas, but expecting a massive workload immediately after knee surgery would be aggressive. The Raiders have little reason to completely restructure a formula that already produced two comfortable wins.
Cousins has been efficient without consistently attacking deep. That style naturally supports the Under because Las Vegas can sustain possessions, use Ashton Jeanty underneath and gradually move the chains without turning every drive into a three-play scoring opportunity.
New Orleans can still score enough to win. Shough has been productive, Olave is dangerous and Etienne gives the Saints another receiving weapon out of the backfield. The question is whether either offense can reach the upper 20s without turnover-created short fields.
The betting market has already started shading lower despite overwhelming ticket volume on the Over. With Las Vegas' first two games both finishing at exactly 40 combined points, another matchup decided in the low 20s fits the early-season profile.

The Raiders have allowed 13 and 14 points, while their controlled offensive approach has helped both games remain comfortably below this number. Bowers' expected return improves Las Vegas without necessarily creating a major increase in pace.
The split between 84% of Over tickets and only 44% of Over handle is also notable. A 23-20 or 24-17 game fits both teams' preferred paths and keeps the total below 43.5.
