Best Quarterbacks Remaining After First Round of NFL Draft: Which Team Will Draft Shedeur Sanders?

The 2025 NFL Draft had a ton of offensive and defensive linemen selected in the First Round on Thursday night. After Cam Ward was selected No. 1 by the Tennessee Titans, no other signal-caller was drafted until the 25th overall pick, when the New York Giants traded up for Ole Miss QB Jaxson Dart.

Colorado QB Shedeur Sanders slid out of the First Round, despite several teams having a glaring need on their quarterback depth chart. Most notably, Pittsburgh, who lost Russell Wilson and Justin Fields, opted to draft DT Derrick Harmon out of Oregon at No. 21. The New Orleans Saints were another potential fit for Sanders but they selected Texas OT Kelvin Banks Jr. at No. 9.

NFL handicapper Matt MacKay is here to identify and evaluate the best quarterbacks remaining after the First Round of the 2025 NFL Draft heading into Round 2 and Round 3 on Friday night. Make sure to follow Matt's X account for more NFL Draft insight and free picks during the 2025 NFL Draft.

2025 NFL DRAFT BEST REMAINING QUARTERBACKS

1. JALEN MILROE

Jalen Milroe's passing ability doesn't quite match Shedeur Sanders' arm talent, yet the former Alabama quarterback has a ridiculous 99 Athleticism Score according to NFL scouts. He's 6-2, 217 pounds and had the second-best Combine QB Rank at 81.

Milroe's burst and explosiveness as a ball carrier is what makes him such an enticing prospect. His arm strength allows Milroe to rope deep ball throws consistently, while quickly getting rid of the football under pressure. Milroe's decision-making and inability to anticipate throws when moved off of his first read are the biggest critiques of his play.

There's so much upside with a talent like Milroe. The Cleveland Browns draft first at No. 33 to kick things off in Round 2 tonight. While many suspect Sanders will be taken in this spot, don't be surprised if Milroe winds up being selected. If not, he could wind up going 40th overall to the New Orleans Saints under new head coach Kellen Moore.

2. SHEDEUR SANDERS

NFL scouts graded Shedeur Sanders higher (6.30) than Jaxson Dart (6.17) but Dart was still prioritized by the Giants in the First Round. Now, Sanders awaits his destination, with a lot of speculation swirling around Cleveland at No. 33 with the first pick in Round 2.

Sanders is great at finding his reads in the pocket, hitting receivers in stride, and maintaining consistent accuracy with his ball placement. His main weakness is taking too many sacks under pressure and lacking the athleticism to evade pressure in the pocket, logging a 63 in his Athleticism Score.

Cleveland has a good offensive line unit when healthy, which is something Sanders didn't always have at Colorado. Regardless of where Sanders winds up being drafted, his big arm and play-making ability will be put on display at some point in the upcoming 2025 NFL season.

3. WILL HOWARD

Will Howard just led the Ohio State Buckeyes to a National Championship win during his lone season in Columbus. He's a prototypical size for an NFL quarterback at 6-4 and 236 pounds, with nine-inch hands.

Howard struggled during the 2025 Combine, scoring 74, ranked sixth amongst quarterbacks in this draft class. He's mobile, physical and displays quality throwing mechanics from the pocket. Accuracy is never a doubt with Howard under center.

Howard needs to be quicker with his three-step drops at the next level. He also benefitted from playing alongside an elite roster at Ohio State, allowing him to get away with avoiding full progression reads on pass attempts and RPO plays.

His prospect grade is lower than the other quarterbacks previewed in this article. However, Howard's size, experience, and poise in big moments should result in an NFL front office signing him to develop into their next franchise quarterback.

4. QUINN EWERS

Quinn Ewers is one of the most polarizing quarterbacks in this draft class. Ewers has plenty of arm, showcasing his quick release and pinpoint accuracy on tape during his tenure with the Texas Longhorns.

When Ewers is throwing well, he can make side arm and off-balance throws like Patrick Mahomes, squeezing the football into tight windows all over the field. Plus, he's mobile in the pocket and offers dual-threat ability that is essential to becoming a successful starting quarterback in the current NFL.

Ewers isn't the best when it comes to reading coverages and struggles to get through his progressions. Doesn't operate well under pressure and needs to improve his eyes when dissecting a defense. Ewers needs an offense that has plenty of weapons, a good offensive line, and a great play-caller to wind up becoming a starter in the NFL.

5. TYLER SHOUGH

Louisville let QB Tyler Shough absolutely rip passes all season long in 2024. Shough is a big-frame quarterback, measuring 6-5 and 219 pounds with 9.3-inch hands. He logged a 62.7 percent completion rate with the Cardinals, along with 3,195 passing yards, 23 touchdowns and only six interceptions.

Shough operates primarily as a pocket passer and is good reading his progressions. He's got a big arm that is accurate downfield, while also displaying the ability to move defenders with his eyes. Shough needs to improve his mobility and escapability, especially since he struggles with pressure in his face.

Shough's size and arm mechanics will likely get him drafted tonight. Expect teams like the Colts at No. 45, the Panthers at No. 57, the Steelers at No. 83, or the Rams at No. 90.
